The noncooperation Movement in the cities gradually slowed down due to the following reasons:

1. Khadi cloth was more expensive than the mass-produced mill cloth and the poor people could not buy it.

2. The boycott of British Institutions was also a problem because there were no alternative Indian institutions that could be used.

3. The students and teachers began trickling back to government schools and lawyers began to join work in government courts.
