1. Indian members had completely opposed the Rowlatt Act that was by the Imperial Legislative Council in a hurry.

2. The Act gave the government the power to repress political activities and detain political prisoners without a trial for two years.

3. Gandhi wanted to begin a non-violent civil disobedience movement against this law because it was completely unjust.

Explanation: Gandhi wanted the people to protest against the exploitation of British rule with the help of non-violence so asked the people to protest against Rowlatt Act.
