Answer :

When a forward bias voltage is applied, The N-region is attached to the negative terminal of the battery and the P-region is connected to the positive terminal of the battery. Negative-negative and positive-positive repulsion occur on both sides, so it opposes the junction barrier voltage, hence the barrier voltage is reduced/lowered.
