Let's name the points indicated in fig as A and B.

In a) C_{1} and C_{2} are in parallel. If we redraw the diagram that will look like

In b) also C_{1} and C_{2} are in parallel. Redraw the diagram.

C_{eq}=C_{a}+C_{b}=5+5=10μF

Equalent capacitance in figa) is 5μF.

Equalent capacitance in figb) is 10μF.
