● He said that in Asian countries like India surplus was appropriated by the state before colonialism.

● It was the emergence of a society that was composed of a large number of the large and autonomous and egalitarian village community.

● The Imperial Court presided over the village communities respecting the autonomy as long as the flow of surplus was unimpeded.

● This was considered to be a stagnant system.
