a) These lines are spoken by Marcus Brutus.
b) In these lines Mark Antony is being granted permission. This is the permission to give funeral speech at the market place.
c) The speaker is afraid that the people might criticize or instigate the conspirators. They may incite or sway the mob. Also they may enrage or provoke the mob.
d) The speaker Marcus Brutus is an honorable man of principles. He is a poor judge of character. The speaker has high regard for Antony and trusts him. In spite of Cassius's objection, he allowed Antony to take Caesar's body and give funeral speech. However, for being cautious, he put certain conditions before Antony to which he agreed.
