Steps of Construction:1. With O as a center, draw a circle of radius of 3 cm and another circle of radius 5 cm.
2. Mark any point A on the bigger circle, Join OA
3. Draw perpendicular bisector of OA, which intersects OA at B.
4. With B as center and radius of length OB (or BA), which intersects the smaller circle(of radius 3 cm) at P and Q.
5. Join AP and AQ.
Here AP and AQ are the required tangents.
