Yes, it is true that the reaction of a gravitational force is always gravitational and that of an electromagnetic force is always electromagnetic and so on.


Let’s take an example. We know earth exerts gravitational force on Moon, as a reaction force the Moon exerts gravitational force on Earth.


When a comb after used is brought near to bits of papers, it exerts an electromagnetic action force on the paper as the comb acquires charge while combing hair and as a result, these bits of paper or a normal paper exerts equal and opposite electromagnetic force on the comb.
