In spite of communal partition, India has not declared a Hindu State because most of the leaders did not favour in giving preference to any particular religion. All religions must be treated equally. The Muslim population was still a significant proportion in the country, although the partition of the country had already taken place. It was also important to provide a sense of security to the religious minorities in India. Thus, India was declared as a secular state.
