The particle is projected in gravity-free room. If no force is acting on the charge particle means magnetic and electric force is not acting on the particle, then the particle will not deflect. If any one the force is acting on the charged particle, then it gets deflects. And also if both the force is acting on it then also the particle will deflect. So both electric and magnetic field cannot be zero. And also they can be non zero. So options C an D are correct.
