Here the particle is rest so velocity is zero. Then magnetic force is zero. But we don’t know whether the magnetic field is zero or not as the force exerted on a particle under the influence of magnetic field depends on the orientation of the particle with respect to the magnetic field. And the electromagnetic force on particle is also not present. Magnetic field may not be zero. So electric field must be zero. So option A and D are correct.
