The period of emergency is one of the most controversial events of Indian politics. The government declared emergency owing to internal disturbances on 25 June 1975. After the emergency was lifted and general elections were held in 1977, the Janata Party made the elections into a referendum of the emergency.


Even before the announcement of elections, the opposition parties had already come closer during the pre-Emergency period. They joined together during elections and formed the Janata Party under the leadership of Jayaprakash Narayan. The dissident leaders of the Congress who were opposed to the emergency also joined the party. Another party named as Congress for Democracy was formed which later merged with the Janata Party.


The Janata Party made this election campaign into a referendum on the Emergency. Their campaign was focused on the non-democratic character of the Congress rule that culminated in the imposition of emergency. It focussed on the various dissipations that happened during this period. The general opinion among the public was against the Congress because of the arrests of thousands of persons and the censorship of the press. Jayaprakash Narayan became the popular symbol for the reestablishment of democracy.


Another important effect that the formation of the Janata Party had was that it ensured that non-Congress votes would not get divided among other political parties. The complete integration of all the parties became successful as for the first time since independence, the Congress party was defeated in the Lok Sabha elections.
