Deepening of democracy involves strengthening that institution that helps in people's participation and control. It is the process of looking beyond the elections. This means bringing down the control and influence of rich and the powerful person making the governmental decision. The reasons why deepening becomes a challenge to democracy are:
• Institutions of a democratic system and its practices have to be strengthened so that the expectations of the people can be fulfilled.
• Even though the problem of deepening differs from country to country, it should include the people’s participation and control.
• The egalitarian principle must be adapted to the democratic system. This will encourage people to treat equally whether rich or poor.
