Answer :
(a) The British Government passed an Act in the year 1935. According to this Act, a federation of the British administered provinces and Indian princely states would be formed. However, the princely states decided not to join because of a potential threat to their independent functioning.
(b) The year 1931 marked the onset of Second World War in Europe. Linlithgo, the then Viceroy of India, declared that India had joined the war on behalf of England. England claimed its fight to save democracy in Europe. 'If England's claim was honest, independence must be granted to India' was the demand of the Congress. Rejection of the immediate fulfillment of this demand led to the resignation of the Congress Ministers in November 1939.
