4. Money and muscle power: Influence of the wealthy and the powerful in the decision making process of the government is a major challenge.

5. Strengthening institutions: Increasing the efficiency of the democratic system and ensuring that the policies are implemented properly through the various mechanisms.

Explanation: No democratic government is ideal. Even though India has come a long way in democratic rule, it has to overcome many more challenges.
