a. This implies that development cannot take place unless there is an improvement in the existing conditions.

b. The term development refers to a qualitative change that is always positive. This positive change occurs over a time frame. It is always affected by growth but only in the case of positive and qualitative growth.

c. Human Development is a development that enlarges people's choices and improves their life. This concept focuses on people. The choices of the people are not constant and are continuously changing. Human Development aims at creating an environment with the people can live a meaningful life.

d. The countries which have better economic conditions are more developed, and the countries with poor economic conditions are less developed. But the advantages of economic growth usually do not reach the common man. The quality of life of the people, the access to the opportunities and the freedom to achieve their goals are important parts of the development.

e. Let us assume that the population of a country has increased by 20% in the past 5 years. If the basic amenities like food, education, housing and health facilities have remains the same, it is not said to be a positive change.
