In the election of 1989 congress secured 196 seats but did not get majority. Therefore, it decided to sit in opposition.
In the midst of several competition and conflicts there appeared a consensus among political parties. This consists of four different elements:
1. Agreement on new economic policies: Most parties believed that this policy would bring propriety in the country and a status of economic power in the world.
2. Acceptance of the social claims: most parties accepted the social claims of the backward caste. As a result most of them supported reservation of seats of backward classes.
3. Less contention among the national and state parties: As the acceptance of the role of state level parties in the governance grew the distinction between the parties became less important.
4. Coalition politics has shifted the focus of political parties from ideological differences to power sharing arrangements.
