Potassium permanganate is a good oxidising agent. Manganese gets reduced to +2 from +7 oxidation state, while nitrogen gets oxidised from +3(nitrite) to +5(nitrate).
In this reaction chromium gets reduced to +3 oxidation state from +6. It acts as a strong oxidising agent. The above reaction is only reduction half of the reaction. It oxidises iodides to iodine, sulphides to sulphur, iron(ii) to iron(iii) and so on.
