In phenol the lone pair of electrons on oxygen is withdrawn towards the ring due to resonance. Due to which, electrons are not available for donation making it a weak base. But in ethanol, there is no resonance as the compound is non-aromatic. Due to which, lone pairs are available for donation and they can act as a better base than ethanol.
